Here is the latest info I have on the subject.......
With the change to the 4473 and the "clarification" that in accordance with the GCA of 1968, a bare lower can only be transferred by a FFL to someone 21 years of age and older and they MUST be a resident of the same state. This means that even with private transfers, you may only transfer a bare ower to a resident of your own state!!!! For some period of time, NICS was telling people to call the handgun hotlines for the background check. At no time were FFLs directed to treat the lowers as a handgun and make the person wait the 48 hours. This was a bad mistake by FFLs who apparently could not follow directions. If the handgun hotline was telling FFLs to make people wait 48 hours, then they were obviously messed up and confused. As it now stands, bare lowers are to be called into NICS and there still is no waiting period.... |
