Tonight at my gun club monthly meeting, Jim Fendry from the Wisconsin Pro-Gun Movement came out to inform us about this bill. He believes the anti-gunners strategy is going to be to introduce this bill for a general vote next year during the election cycle. The strategy is designed to put election year pressure on pro-gun politicians to vote for this bill.

The gist of the bill is that they want to require that all transfers of handguns involving any resident of Milwaukee County, go through a background check at a dealer. Violation of this would be a FELONY. This means if you loaned your brother-in-law your .45, and he is a resident of Milwaukee County, and you loaned it to him while you and him were in Green Bay without a background check, you would be guilty of a felony.

I know this sounds nuts, but in addition, since you couldn't enforce this unless you knew who owned what guns, Mayor Tom Barret is suggesting GUN REGISTRATION to go along with this bill.

Jim Fendry said the thing to do right now, is call or write your state senator and representative and request a written copy of this bill. He said since they are sitting on this, and will try to ram it through without the public being aware of it, that these requests will put the people in Madison on notice. He also suggested getting on the Legislative Alert email list with the NRA/ILA. When they try to slip this in, there won't be alot of time to react and raise a ruckus so being on that alert list will give you a heads up.

unless he takes it home with him that may not be a real good example of what would get you in trouble.

According to Fendry, he wouldn't have to take it home. Simply transferring the weapon, anywhere in the state, to a Milwaukee County Resident would be illegal without an FFL holder doing a background check. And according to him, transfer doesn't just include sell. It means transfer possession of the weapon.

How would this not violate the state constitution, since it basically says local gun laws can't be more strict than state gun laws?

Because it would be a state law, not local, even though it is only for one area of the state.

Wow, talk about using semantics to skirt the spirit of the law.

I sure hope this doesn't pass. What a crock. Laws like this are nothing more than trying to legalize entrapment IMHO.

If this bill passes, it will gut the pre-emption law that so many people worked so hard for back in the 1995/1996 legislative session.

And it won't just affect Milwaukee, and it won't just affect private handgun sales.

Legislators, as well as their staffers, have said that passage of this bill will gun the pre-emption law.

Madison will be able to lobby to re-enact the handgun ban the city had in the early 1990's.

Don't know how many people here remember a move back in the early 1990's to ban Evil Black Rifles.

When the time finally comes that we get a shall-issue concealed carry law, carrying could be illegal in Milwaukee, Kenosha, Madison, Racine, Green Bay, or any other community that decides to take advantage of the gutting of the pre-emption law.

Milwaukee County is just the opening act. If they can pass it here, they can go after any municipalities and any laws they want.

This is serious, big-time stuff.

I had heard of this thru a Wis. CCW Group.....and not only did they tell of this
but they named names of the idiots trying to ram this thru...Barret wasnt the only one
involved....A certain firearm dealer located on 43rd street is another one that is for this....
This firearm dealer has had more guns traced to him that were involved in crimes
than all the dealers combined.Probably might have something to do with the cheap junk he also has for sale.
Wake up....This dealer is as two faced as they get.He will take your money for the gun sale and stab us legal law abiding citizens in the back.He also will be making an extra 5 bucks per transaction for the background check and transfer.
You are free to spend your money where you want to...But I for one will not patronize this S.O.B. in any way.
Call,write,E mail your State Representative and Senator.

Also about 2 months or so ago....Channel 4 or 6 did the hidden cam thing at the 43rd st dealer about felons having a relative purchase a gun for the felon and lying on the form.

My question is this...Why would a firearms dealer be so eager to endorse a new bill
on firearms sales or restrictions??

Subject: Bill to ban private gun sales in Milwaukee County
   

State Senator Spencer Coggs (D-Milwaukee) has announced a bill that would
ban the private sales of handguns in Milwaukee County.

Dubbed "The Responsible Gun Ownership Bill," the legislation would require
private sellers to run a background check on buyers before completing the
sale. Since few, if any, individuals have the capability of running a
background check themselves, the checks would necessarily need to be done by
a licensed dealer. The penalty for violation of the law would be ten years
in prison and a $25,000 fine.

The statewide pre-emption legislation passed in the 1995/1996 legislative
session prohibits municipalities from enacting gun laws more stringent than
those at the state level. Thus, Coggs' bill would need to contain language
modifying the pre-emption law, or a separate bill repealing or modifying the
pre-emption law would need to be introduced.

If the pre-emption law is repealed or changed, it would open up a much
bigger can of worms than just private handgun sales in Milwaukee.
Municipalities would be free to enact all sorts of gun laws, such as the ban
on handguns that Madison had in the early 1990's.

Mick Beatovic, owner of Badger Outdoors in Milwaukee, has endorsed the bill.

"The anti-gunners say, 'Let's do it.' The pro-gunners say, "Oh, My God. You
can't do it' Well come on. Somebody needs to wake up, smell the coffee,
alright, this is the way to stop it," said Beatovic.

Don't think this bill can pass? Just look at the anti-gun record of Senate
Majority Leader Judy Robson (D-Beloit).

Please help kill this bill before it even gets off the ground. Contact your
state senator and state representative, and tell them that you are
absolutely opposed to "The Responsible Gun Ownership Bill." If you don't

Thanks and fuck him............I'm calling his punk ass on the phone tomorrow if he is there.  Never again will I grace that establishment.  FWIW, I have not been there in a few years due to the fact that every time I'm there someone acts like they are doing me a favor just by saying "Hi" as I walk in the door.

I'm the author of the email quoted above.

Mick Beatovic's quote came from Milwaukee Channel 4's website.

I called him to verify his quote, and he went even further to defend his position.

I've known Mick and Wally for decades. Ever since they opened their store in the late 1980's.

Both have been supportive of gun rights issues.

Like others, I've been treated like dirt by them and their salespeople.

That said, I think there's something else going on. By making these statements, they're alienating a ton of customers.

What that "something" is, though, I don't know.

The bill would suck.  I've loaned guns to my brother that lives in Milwaukee County.  That would make me a felon?  

And for the guys on 43rd St.  They become harder to deal with as time goes on.  Either that or I just get smarter.  My brother bought a polytech M14 on line and did the transfer  there and that older guy, I think it's Mick,  told him it was going to fall apart and gave him the riot act.  I was thinking, how stupid, more and more people buy stuff online.  They're going to lose business from the way they act.  And now this?  

The motivation for them for this is that everyone would have to register their transferred guns through them.  Caching, caching.  Nice.  Very pro gun I can see.

Amen to that.  I have a couple tales of shopping at Badger.  One would be the old man in a wheelchair who was rolled in by a group of bangers to sign the paper and hand over the cash.  They made no secret of the fact that the gun was not for the old man - best part was the guy behind the desk telling them specifically what to fill in on the 4473.  Other story: I'm there buying a shotgun and getting poor service at best, in walks a banger and his crew who loudly announces, "Yo man, I gots to get me a NINE!".  The sales guy who is in the midst of selling me an 870 stops to show this guy hi-points and gold plated 9mms for fifteen minutes and only stops when I begin to leave.  It was the last time I ever shopped there.

I wont share my bad experience of the 43rd st dealer here.

Aint the time or place...

I happily deal with other dealers.

Its been awhile since I bought a gun....
But I dont recall bein charged for a background check.

I guess my next questions are...

How long before $5 isnt enough???
Whats the rate gonna go up to then???
How long before it becomes a percentage figure of
the amount of the gun sale???
Where and who does ALL the money go to??

I dont have a problem walkin into a dealers shop....
and payin a fair price for a weapon...
But I do have a problem payin somebody
for doin basically nothin on a sale thats none of
his business.

Milwaukee isnt the only city or county that has
a crime problem....
Washington,D.C has a strange law on their books,
and look at the problem they got.

Too the Fat Cats in Madison...Give us Concealed
Carry and we wont have a crime problem...
Oh, the streets might be bloody for a week or a month,
But it always takes a little time to educate the stupid.

If they would only enforce the laws we do have.
