Your gonna have trouble finding anyone until this Executive Order ITAR debacle is figured out .  Once its all figured out I suggest CAR Firearms  I had my Glock done there and they did a fantastic job .

Executive Order ITAR ???whats that got to do with stippling?

The order has such a broad term for modifications that most gunsmiths are scared to do any work because it could be interpreted by the powers that be to violate the law , what law ? nobody knows because it makes about as much sense as as a football bat . There is nothing that specifically says anything about stippling but it also says any modification that requires special tooling and you don't think that they would consider a soldering gun a "special" tool to fuck over some mom & pops store ?

Would seem stippling is ok

This is pretty open to interpretation though
a)  Use of any special tooling or equipment upgrading in order to improve the capability of assembled or repaired firearms;
