I know  the deal with SBR form 1, but can I build a AOW on a form1.

AOW builds and purchases weren't part of the ban in 94.

You can build or buy AOWs in the state of Washington.  Generally it makes more sense to have a 07/02 make the weapon and transfer on a form 4.  Form 4 AOW transfers are $5.

If you build an AOW shotgun, it can't be from a receiver that was a shotgun previously.

Id go the factory PGO route before I went with a virgin receiver at those prices.  My new factory PGO 870 was $400+tax out the door. I went the "non-NFA 26"+OAL firearm" route with mine. Way more fun with a Sig brace on it to shoot 1 handed.

Yes. Because a pistol gripped firearm is not a shotgun by definition, putting a short barrel on it won't make it a SBS.

I want to make sure I'm clear on this, if a normal shotgun left the factory with a pistol grip you can 'manufacture' an AOW (smooth bore pistol) by jumping the paper hoops and adding a sub 18" barrel?

It isn't if the PGO shotgun has a sub 18" barrel or not.

A pistol gripped shotgun has to have a total length of 26" or greater.

When you apply to build an AOW, you can make it shorter than 26".

I know, but if there is no buttstock and you're not changing the length of the receiver then adding a short barrel is the only option to get under 26".

They have non-AOW shotguns with a 14.5" barrel and a long birdshead grip.  The length of the birdshead grip lets you shorten the barrel.  

The long birdsheads + a shorter barrel still gets you above 26" overall length.

You only need an AOW tax stamp if you are going under 26".

There are varying length grips currently available , 2"+ variance between a factory Mossberg or Rem pistol grip and the Raptor/Birdhead type horizontal pistol grip. The Blackhawk Breachers grip is even longer IIRC. Which makes quite a bit of difference on the barrel length if you're trying to stay at 26"+.

I'm not aware of a specific requirement that an AOW MUST be UNDER 26", only that "firearms" under 26" are considered concealable and fall into the AOW classification and require a NFA stamp. 36" cane guns come to mind etc.

Yes. A factory "shotshell firing firearm" thats never had a buttstock on it would be an eligible candidate for a AOW build. Once the tax stamp is approved (assuming Form1) install sub 18" barrel and carry on.

If you're looking to remain in the non-NFA realm,  your "shotshell firing firearm" needs to remain stock-less and be OVER 26" OAL. Add 4" of grip and remove 3" of barrel etc.

Basically,  under 26" needs a stamp, over 26" doesnt. Exact same firearm other than OAL.
