AOW builds and purchases weren't part of the ban in 94. You can build or buy AOWs in the state of Washington. Generally it makes more sense to have a 07/02 make the weapon and transfer on a form 4. Form 4 AOW transfers are $5. If you build an AOW shotgun, it can't be from a receiver that was a shotgun previously. |

They have non-AOW shotguns with a 14.5" barrel and a long birdshead grip. The length of the birdshead grip lets you shorten the barrel.
The long birdsheads + a shorter barrel still gets you above 26" overall length. You only need an AOW tax stamp if you are going under 26". |

There are varying length grips currently available , 2"+ variance between a factory Mossberg or Rem pistol grip and the Raptor/Birdhead type horizontal pistol grip. The Blackhawk Breachers grip is even longer IIRC. Which makes quite a bit of difference on the barrel length if you're trying to stay at 26"+. I'm not aware of a specific requirement that an AOW MUST be UNDER 26", only that "firearms" under 26" are considered concealable and fall into the AOW classification and require a NFA stamp. 36" cane guns come to mind etc. ETA: I want to make sure I'm clear on this, if a normal shotgun left the factory with a pistol grip you can 'manufacture' an AOW (smooth bore pistol) by jumping the paper hoops and adding a sub 18" barrel? Yes. A factory "shotshell firing firearm" thats never had a buttstock on it would be an eligible candidate for a AOW build. Once the tax stamp is approved (assuming Form1) install sub 18" barrel and carry on. If you're looking to remain in the non-NFA realm, your "shotshell firing firearm" needs to remain stock-less and be OVER 26" OAL. Add 4" of grip and remove 3" of barrel etc. Some non-NFA "firearms" that look like NFA weapons |
