I go into my ffl today to buy my second Ar lower receiver from them. The guy has me fill out two forms one over the counter form and another for a pistol cause he said the lower is marked "multi cal". The first lower I bought from them I fill out the over the counter form and paid. She ran a backround check and 10 mins later Im out the door with lower in hand and didn't have to fill out the pistol form. For this second one I have to wait the usual waiting period( which I don't mind)... So my question is since I filled out the pistol form can I now turn my ar lower into a Ar pistol. Or is there another form I gotta fill out to make it one?

You shouldn't have had to do the pistol form to begin with.  I think they have the choice of pistol, rifle or other.  My understanding is that a stripped receiver is other...


You should be able to make your stripped lower into a pistol without any additional paperwork.

Cool thanks for the input. At least I build a Ar pistol if wanted since he is now registering it as a pistol lower. Or I can just go with the mid length I was planning in the first place.

Trading post.  Bellingham,wa. Really good people love goin in there to check out their guns but all three of my gun purchases from them have been different procedures.

The state form is called "Application toTransfer PISTOL". A stripped lower is an "other", meaning it is neither a pistol nor a rifle. A stripped lower should not require a state form nor a waiting period, but will require you to be 21 or over. Filling out the pistol form by the dealer is a simple "cya", but not needed nor required. I'd have passed myself......

The only time I have seen someone fill out a pistol form for a lower is when they intend to make it a pistol or it is marked "pistol" on the lower itself.

If you do not intend on making it a pistol, then you shouldn't have to fill out the pistol form

The state form has 3 choices , Pistol, Revolver and Frame

It should be marked as "other' on the 4473.  
Whether you have to fill out the pistol application form is somewhat unclear.  Probably recommended just in case security policy.  On one of my AR lower transfers my dealer made me do the form since he knew I was going to make it into a lower.  He gave me copy of the form so I keep it with that lower when it's in the format.

Other FFL's I talked to say you don't need to do that.  Once time I called the office that deals with these forms and they said you had to on every lower since it could become a pistol.  (Once again talked to a misinformed person)  *sigh*

Until it is a complete, working firearm it is still an "other" under federal law.  Even it if can only be built into whatever, it's still not that yet.
People who intend to build AR pistols have the ability to fill out the state form because there is a block for frame only on it.  Until AR pistols it was used for things like 1911 and revolver frames.
Your dealer making you fill out the pistol form because it's marked as multi for caliber is at the very best ignorant.  It can be marked whatever the hell the manufacturer wants to mark it.  It can say "Caliber: Smurf" if they want it to. Or nothing but their name and where it was made.  Ever notice a Glock, S&W, 1911, etc have a caliber engraved on the receiver?
I'm thinking the only reason that ARs do is that it's a holdover from the military issued ones. And a convenient place to write things.

Thanks for all the input guys. I was goin to build a 16" mid length SHTF rifle but since it is now registered as a pistol I think I'll just go with a 10.5 or 11.5" pistol since it'll be more mobile. And since Wa. St doesn't allow sbr's this is the closest I can get to one.
