I think hes on the same slow dial up connection that Volis is. You would think they could do better than that for them. I think .gov doesn't want too many pictures sent back.

If he's using a MWR (Morale, Welfare and Recreation) Computer they are on the low priority list, add to that limited computers, and EVERYBODY wanting to use them. Plus power outages, the occasional Mortar and the occasional fuckup using them for the wrong reason, and its a wonder we can get anything from them at all.
