I know that in several parts of Washington it is illegal to carry any fixed blade knife but I got to wondering about this the other day.  Suppose  you made a kydex type shealth for your folder (lets just say a Spyderco with a 3" blade).  Would it be considered carrying a fixed blade if it was carried with the blade open?  I'm asking because a friend of mine asked me to make him a fixed blade neck knife and I was explaing to him that he couldnt carry it in King County, where he happens to work.  Any thoughts on this would be appreciated.
Thanks,
Eric

Without regard to other cities, Seattle municipal code specifies:

SMC 12A.14.010

A. "Dangerous knife" means any fixed-blade knife and any other knife
having a blade more than three and one-half inches (3 1/2") in length.

B. "Fixed-blade knife" means any knife, regardless of blade length,
with a blade which is permanently open and does not fold, retract or
slide into the handle of the knife, and includes any dagger, sword,
bayonet, bolo knife, hatchet, axe, straight-edged razor, or razor
blade not in a package, dispenser or shaving appliance.

SMC 12A.14.080

It is unlawful for a person knowingly to:

B. Carry concealed or unconcealed on his or her person any dangerous knife, or carry concealed on his or her person any deadly weapon other than a firearm; or

Under the SMC a folding knife carried in the open position is legal. This knife must have a blade no more than 3 1/2" inches.

Thank Phil,  I noticed your avatar  How is Michigan going to be this fall?  I sure wish the days of UM vs. UW in the Rose Bowl could return.  Thanks again.
