On the cheap?  Find an old Honda Odyssy(sp?), also known as a Doom Buggy.  

Or, buy yourself a good welder, a cutoff saw and tube bending jig, then build your own.

There's a kart shop in Lynnwood on 99. Sorry, I don't remember the name of the place. Figure on spending several thousand for something like above. And it also hitting about 120 mph in "stock" form, at least.
