Gentlemen (and ladies) I need some info please. My youngest son may be moving to your fine state in the near future. Appx. 30 miles NE of Pittsburg. My questions are many and I`ll take info from anyone willing to help.
He has a "CHL" here in Tx. What are the rules in your part of the world for some one moving in? He`s a pro long distance shooter. Ranges and practice venues in the area? Short term rental rates for a small home ( he`ll be making trips back and forth I suspect)? Bench rest matches, tactical matches, 3-gun matches, pistol matches or other shooting competitions in the area? State income tax applicable? Thanks in advance guys. |

Easy to get a CHL. we call them CCW's here. NO classes to take. Visit the county you live in's Sherriff website for application. its something like $25 for 5 years. You must be a resident of PA. If not, you can get a non resident CCW easy enough. Ranges are all over the place. most are private, but fees are all around $80/year. Depends on location of home. Small home rates in a working class/decent area are about $800+ Yes on the matches. Yes we have state income taxes and sales taxes. personal income tax is 3.07% sales tax is county dependent, but most are 6%. |

Welcome! We relocated back to PA after a few years in TX.
He will notice some significant differences. No HEB up here. Make sure he checks the Penn DOT site regarding the process for establishing residency. The folks at the driver license centers get irked if you don't have the correct paperwork. Same goes for registering and insuring a vehicle in PA. (Assuming the move is not temporary.) A PA LTCF (License to Carry Firearm) is only slightly different from the TX CHL, but as OverScoped mentioned, no test, fingerprints, or anything like that is required. PAFOA is also a good place to check for info. The definition of a "firearm" as it pertains to the LTCF is a good thing to brush up on. |

has a 1000 yard range, but its about 100 miles away. |

30 miles NE of Pittsburgh sounds like the Allegheny Valley. Will his relocation take him across Butler or Armstrong Co lines, or still in Allegheny? I might be able to offer some local Sportsman's clubs if you knew. None w/1200yd ranges though. Don't fret, he'll find SW PA very accommodating. Other posts contained good info also.

If he's becoming a resident, he'll need to go to the Sheriff's office to apply for his LTCF. It must be done in person. $20 for 5 years. No training requirements. References are not required by law. If the Sheriff gives him trouble shoot me an IM. I'll happily dispatch a letter to them about their unlawful practices.

In the last 2 decades I've held residence in Allegheny, Butler, and Westmoreland COs, respectively, and I've never encountered a snag -- Shall Issue and all. Is Philly ever a shady issue as far as you know? |
