ok guys, im finalizing an apt lease in Delaware co and am looking for some info.  Since I accepted a job in So NJ, I was planning on getting an apt in PA while keeping my NJ house.  I currently have an NJ FOID card & NJ DL.  Can I still apply for a PA LTCF since I willl now have a PA lease, utility bill and cable in my new apt.  I am planning on staying in PA Mon-Fri (occasional weekend) and coming to my NJ house on weekends.  I do not want to change my DL to PA. Can I get a county ID or state issued ID card and use that for a LTCF?

Your NJ house is your MAIN residence so you are not a PA resident.

Found on the PA government website:

"Individuals who are 21 years of age or older and are NOT Pennsylvania residents may apply for a license by submitting a completed Application for a Pennsylvania License to Carry Firearms to any Pennsylvania County Sheriff’s office along with the required fee. A Pennsylvania license cannot be issued to a resident of another state who does not possess a current license or permit or similar document to carry a firearm issued by their home state if a license is provided for by the laws of that state, as published annually in the Federal Register by the Bureau of Alcohol, Tobacco and Firearms of the Department of the Treasury."

Actually, I will be spending MORE time in PA, than in NJ. Cant I claim dual-residency since I have a lease on apt?  How will this affect my buying guns in PA?

I think you stated you wish to remain a NJ resident.  That pretty much says it all.

I am assuming your driver's license in NJ?

If you are into guns, you should look into making PA your permanent residence rather than NJ.

You can buy a long gun from any private citizen in PA, give the money, take the gun.
If what you are buying ins banned in NJ, you are on your own if you decide to bring it into NJ, meaning if you buy an AR with 30 rd mags and you have them at your residence in NJ, you are in violation of state law.

To buy a pistol from a private citizen, it must go through an FFL so you need your NJ Firearms card. (I think).

To buy a gun from any shop with your NJ driver's license you need your NJ Firearms card. (I think)

I think the card states by NJ law you can purchase a gun (legal gun) that is permissible in NJ.  I think it also sates NJ has run a background check on you and allowed you to obtain firearms.

Regarding the license/ ID, No! You can't do what you're trying to do without lying and/or breaking PA law, plain and simple.

Ditch NJ, swap out licenses, pay your dues to the state and enjoy your weekend investment property on the shore.
Otherwise, you're merely a Jersey resident trying to skirt around the PA law just because you want to enjoy the right to carry a firearm that your home state denies you.

Correct answers so far. You will need a PA drivers license to do what you want to do. If your lisc is from NJ the resident permit will not be issued and you can't qualify for a non resident permit.
