In a few weeks, I will be coming to Pittsburgh and I thought that I would try to pick up my Non-Resident Permit while in PA.  I currently hold an Ohio Resident permit, and I am interested in finding a Sheriff (preferably near Pittsburgh) who could issue permits same day.

I was looking at different counties, and it appears that I have a few options, as I am coming in on a Friday morning and staying through to Sunday:

Beaver - Open on Fridays, But requires in-county references.  How strict is that reference rule enforcement, and if it is, are there any Beaver residents who would like to be my references?

Mercer - Does not appear open on Fridays.  Is this correct?

Are there any other options people would recommend?

I don't see it happening same day but not positive. Can always OC just not in your car

Recommend getting the UT permit, honored in PA.  I had a PA CCW years ago, let it expire since I got the UT.

The non-res Florida permit is no good in PA now.
