I wanted some info on the laws in PA. I am a licensed handgun owner from NYS. It is a target/hunting permit in NY not a carry. What are the laws concerning bringing a handgun into PA for the purpose of target shooting and/or hunting on public or private lands. I heard of something with being required to carry a letter from PASP in order to posses my HG in PA? The laws in new Yorkistan as you know are pretty strict. Just don't want to violate any of yours. Thanks

That's nonsense.  We don't have possession/purchase permits here.
When you transport your gun, keep it unloaded and in your trunk or in a case separate from the ammo.
Don't ride around with it in a car unless you are going directly to the activities you stated.

Interesting question: seems to me like he can open carry outside of Phila.  Any comments?

You can open carry in any city that is not a principality. The only city in PA that qualifies as a principality is Philadelphia and Philadelphia County.  Carrying openly in a car is considered carrying concealed, so don't do it.

You are safe transporting your HG in PA w/o any special documents. Just keep it locked in the trunk, ammo separate and any mags unloaded.

Car for transport is an SUV, I assume that the case that the HG is in must be physically locked and placed in cargo compartment? Also, any problems with transport of a Colt AR-15 and hi-cap mags into the state? Thanks again for the responses guys.

If you do not have a PA license to carry or a license from another state honored by PA you cannot have a loaded handgun in your vehicle.

There is an exception to the law that states if you are merely driving through the state and have a license from your home state you can have a loaded handgun on you or in your vehicle, however unless it is honored by PA, you cannot walk around outside your vehicle with the handgun concealed.

Having said that, if you do not have a license or permit you can transport your handgun to and from the range however it must be unloaded. Unloaded means the ammo and handgun cannot be in the same compartment/container. Think of not being able to physically touch each other. If the container has multiple compartments the handgun can be in one comaprtment and the ammo in another. Since they cannot physically touch each other you are good to go. You could also have the gun in a case and the ammo outside of the case.

There is no need to have the handgun in one area of the vehicle and the ammo in another. There is also no requirement that the magazines be unloaded, only that they cannot be in the same container. There is no problem with AR rifles and PA has no magazine restrictions.

From the PA UFA;

"Loaded."  A firearm is loaded if the firing chamber, the
    nondetachable magazine or, in the case of a revolver, any of the
    chambers of the cylinder contain ammunition capable of being
    fired. In the case of a firearm which utilizes a detachable
    magazine, the term shall mean a magazine suitable for use in
    said firearm which magazine contains such ammunition and has
    been inserted in the firearm or is in the same container or,
    where the container has multiple compartments, the same
    compartment thereof as the firearm.

Can someone clarify this for me? If I receive a non-res ccw in centre county, it would allow me to ccw in all counties but Philadelphia? Sorry, getting a bit confused with open cary,counties,ccw etc. Thanks again guys.

CCW (specifically a PA license to carry firearms) is good in Philadelphia too.
