I'm from NJ, I would like to buy a rifle from someone in PA.  I've purchased rifles from stores, all I needed was my driver's license.  

How do I buy from a private person?  Do I have to pay a gun store to transfer it for me?

Don't you need a firearms purchase card in NJ ?  Pa residents can do private face to face transactions on long arms only .  What ever your state requires for you to do to make a purchase is what you'll have to do .  At least thats what I would think .  Lets see what everyone else has to say .

Yes, we need a Firearms ID card here in New Jersey.

I would assume that card means nothing in PA.  As I mentioned, I didn't need that card to buy from a store in PA, only my driver's license.  I buy rifles from the Stroudsburg Walmart frequently, my first 10-22 was purchased from the K-Mart around the corner.  If I were in NJ I would need the FID card.

So I assume buying FTF would be different as well.

Since you are from NJ and the seller is in PA even a RIFLE has to go through an FFL.
This is Fed Mandated.

If you don't want it shipped to a Dealer in NJ , just meet the guy at an FFL store in PA.

Of course  when you take it back to NJ you better be complying with whatever NJ says

The PA FFL will do a NICS - might charge $$ for his time.

I see, we'll go to a store, I doubt a big chain will do it.  The rifle complies with NJ law, it's only a bolt action.

As I understand the Federal Law, you can not buy/transfer firearms in any state but your own.  I'm 99% sure that you need to get the rifle transferred to an FFL in NJ.  BTW, interstate shippment of firearms requires next day shipping.... if you follow the shippers' rules, that is.

Are you sure about that?  There's a lot of states, I doubt most FFLs in NJ know about the state laws in all the other states.

I figured the guys in this forum would know the law.

As a NJ resident you CAN buy long arms that are compliant in your state from a Pa dealer.   You DO need your NJ Firearms ID card and there is also a another white form that needs to be filled out in triplicate I think.  My NJ customers bring that form with them when they buy in Pa.

Going thru the PA NICS system as a NJ resident requires you to have a valid FOID card with you.

You will also need the NJ Certificate of Eligibility form. This is what John from Seneca Arms mentioned.  Here is a link. You need to fill this out and keep a copy for yourself.
