A few months ago I hired a company to replace my irrigation system and install grass in the back yard after receiving three bids.  I hired the guy that seemed the most professional in his presentation and follow up in addition to checking on line reviews.

The problems began shortly after the first check was cashed and the work began.

-Three day job ended up being 2+ weeks with crews coming and going as they pleased.

- Subcontracted crew caught improperly running supply irrigation lines...not burying them, but running them through drainage openings in the fence and either not buying them at all or placing them superficially under the gravel.

- Grade of yard insufficiently prepared causing troughs in yard.

- Valve oil spilled on concrete driveway.

- Crew caught burying garbage and pissing in my yard.

- Damage to stucco from swinging hand tools.

- Work truck leaking fluids in front of my house.

- System randomly turning itself on...some kind of electrical or control box issue.

- Etc., etc...

I went back and forth with this guy and he admitted to being too busy and having assigned to work to substandard subcontractors.  While he made a half assed attempt at fixing the items I presented on the punch list, the install was beyond fucked by the time the sod went down.  It got to the point where I just didn't want this guy or anyone associated with him on the property.  He told me that he was going to withhold payment from his subcontractors and instantly realized his mistake as it was coming out of his mouth.  I ended up short paying him just over $300 of the total amount due to the damages and labor that I had to put in to un-fucking the install.  He quietly went away.

In the two months since the install, I've noticed there are parts of the side yards that just never dry.  The other day I noticed a coax low voltage cable sticking up through the gravel.  It was the electrical supply from the box to the valves.  It was simply placed under the gravel.  It was not buried.  I decided to just suck it up and bury it myself.

Now the reasons for the ever wet gravel have become apparent.  The system is rife with leaks in areas near my block wall and house foundation.  Some of the fresh paint on the foundation is starting to peel and the surface of the concrete is becoming crumbly.

I am so pissed off I can't think straight.  I paid $2400 for a half ass install that is costing me money and damaging major infrastructure of the house.

I'm really not sure how to move forward.  I really don't want this guy or any of his crews back out here.  If I call him I'm pretty sure he'll go dark on my or tell me to get fucked.  If I have another company come out to repair 'everything' and try to recover the costs in small claims, I'm pretty sure he'll just fold up his LLC and begin fucking people under another name.

Give me your opinion on the best way to proceed...I can't see through my anger right now.

Is he a actual registered contractor or a dude with tools?
If i a member of the http://www.azroc.gov/ registrar...file a complaint with them, and sue him over shoddy workmanship.
Either way your are pretty much hosed, you can dispute billing with your bank, but that is probably a dead end?

If he has an AZ contractors license then as mentioned, the AZ Registrar of Contracors can be of assistance. They will even send an inspector to take a look at the workmanship and can exert some pretty heavy pressure for him to make it right. Even if he is out of business, if he was licensed I beleive they have a fund to pay for repairs to work done improperly by licensed contrators who are no longer in business.

If he is still bonded, I believe they can go after that money.

Oh he's still in business....This is the jackass.

I wish I had known about that contractor website beforehand.  Of course, the fuckhead isn't licensed.  I've spent my entire day digging up the yard, installing couplings, burying cable, and otherwise trying to perform damage control.

I have not left any on line reviews thus far.  I do have lots and lots of pictures.  Maybe I'll just consider it a $2400 lesson and burn the mother fucker on every online review I can get my hands on.  I'm going to cost that cocksucker money one way or the other.

You can file a complaint with the Registrar for his doing business without the proper ROC license HERE

He also seems real proud of his record with the BBB, you might contact them as well.

You can go after him for not being licensed. The dollar amount of the work performed is well over the amount requiring a license.

Ok, talked to the wife (licensed contractor). The maximum job he can do without a license is $1000. Call the roc and report him, they should investigate, and fine him.

If I get a chance tomorrow I will fill out a complaint form.

That BBB stuff is bullshit, right along with that "100% Satisfaction Guarantee" thingy on his website.

Turns out all his positive online reviews were put up about the same date the website was launched...somebody punch me in the mouth.

The AZROC is a fucking joke. Don't waste your time.

Long story short, 5 years ago I had an AC problem. Had a registered contractor contractor come out. He replaced my entire system, left gaps in the ductwork between the furnace and the coil. The coil was hung crooked and didn't drain out of the drain hole. The pan beneath the coil was left loose and sitting flat on the rafters. Much damage ensued.

No way was I going to let this bozo work in my house again. Had it all repaired by somebody else. Filed a complaint with the ROC. I went from June when I filed the complaint until October before they got an inspector out. The inspector told me I should have left it all even though it was inoperative. I asked him if he would tolerate going through the summer without AC in his house. Not to mention at that time my daughter was going through cancer treatment. A week later I get told there is nothing they can do since I had everything fixed already.

Fuck I took a class on this during the summer semester but I had just come from a triple margarita dinner at Manuels the day we covered contractor fraud. The professor is still at my school he is retired burglary and fraud. detective I'll ask him when I see him.

I know the first step is reporting him though. If he has prior similar complaints you pretty much have a 100% chance to win in civil court and it could go to criminal court if there is a large amount of evidence to suggest he is doing just enough minimum work to take the money and run, that would be fraud and he could be charged.

You know what I can shoot him an email I just have to find his email via the school website.

Might as well just bite the bullet and pay someone else to do it. You could go aftr him in court for the repair costs and hope for the best I suppose.

I was able to find his contact info and get him a message, he should check it tomorrow. He seemed like a really stand up knowledgeable guy I bet he has a good answer for us.

I remember that there were steps to take for this type of thing but the guy has to have fucked a few people over and they have to have reported it for anything to really happen.

Besides the standard complaint filing, you might consider joining Angie's List.  The ~30 bucks a year to join is worth it IMO.  I've managed to avoid getting random shitty contractors by only using top rated businesses on there.  This guy has a B rating with 2 reviews - one an A and one a C.  I would join just to write a shitty review about him, and to look up subsequent contractors before you ever do business with another one.  Anybody I've used that has an A rating with a hundred+ reviews has always been solid.  And all of them have always asked me to please let them make something right before considering writing anything negative on AL.  If you want me to look up anything specific for repair work, shoot me an IM.
