Lately on the way to work on the US 60 and loop 101 I have been seeing a car parked here and there where the people are out of the car wearing safety vests and sometimes hard hats, not working, but sitting in chairs on the side of the freeway. What gives? They dont appear to be wearing any kind of uniform, they just seem to be lounging on the side of the freeway for no apparent reason.

I saw that not too long ago on the 60 around Mesa dr or close by...it looked like they were counting traffic as it went by..

I saw 'em on the 60, out by Power road, and they were filming something. They had a camera, on a tripod, right by the side of the road.

Saw them today after reading this thread. 3 people wearing orange traffic vest and....

yellow hard hats....

Looks like they were surveying traffic

Or picking out people for FEMA re-education camps

In all seriousness, that is in fact what they are doing. They're surveying traffic patterns to analyze later in reference to vehicle counts, time-of-day, weather, BFL sightings, etc etc.
