My brother lives in AZ and is thinking about making his first ever firearm purchase.

What is the procedure?  Is there a wait for rifles, does he need anythin in particular?  Thanks!

Needs to pass NICS if he buys from a dealer.  He also needs to be at least 18 and have a valid driver's license.  I'm not sure if it has to be an AZ DL for rifles.  No waiting periods unless something goes south during the NICS call.

Whats the story on pistols?  Permit from the Sherrif like here in MO?  CCW exempt you from NICS check?

FFL / Gun Store:

CCW does waive the NICS.
To purchase a pistol from an FFL dealer you must have the $$, be 21, pass a NICS, and have a valid AZ id.
Call for NICS usually takes 3 minutes.
If the NICS is clean you take your new/used pistol home.
No waiting period or limit on quantity purchased in so many days.
If you have it in a holster you can wear it out the door and all the way home, open carry is legal.

Rifle purchases are the same from an FFL only the age is lowered to 18.
No registration or permission to possess cards.

Private sale:

Persons must be 18 years old for pistol or rifle.
Transaction must be from one AZ resident to another AZ resident.
Obviously both parties must not be a prohibited possessor(felon).
No NICS is required.
No notifying a LEO agency.
No transfer of any registration what so ever.
I usually prefer to deal with CCW holders so I feel that a NICS has been done for me.
Of course a reciept is always a good idea as well.
