I moved to a new residence about a month ago in June 2013. I got my first CCW license in February 2013 and it has my old address on the card. Do I have to get a new CCW with my new address? If so, how do I go about doing this?

Ohio law requires you to notify the Sheriff's Office at which you obtained your Concealed Handgun License within 45 days after an address change.  Address changes sent by email are not accepted.

It's my understanding that proper notification is sufficient. If you want a new CHL card with your new address, that is up to you. Greene county will only send you a new card with the new address if you request one.

I moved from Athens County to Hamilton County two years ago.  When I moved the Athens County sheriffs offices said I didn't need to do anything. I just called, two years later, and the officer I just talked with said that nothing was needed to update in his county.  He did said that my renewal will not be a renewal however here in Hamilton County and that I would need to apply for a new permit.  Make sense?

Your renewal in Hamilton County (or wherever you renew) is a renewal.  No training is required for a renewal.  It will be issued by a different county of course and be a different piece of plastic, but it'll be a renewal.

What's the penalty for not submitting a change of address for your driver's license or CHL?  Anyone know?  No one does this to my knowledge until it's time to renew either license.

I called my issuing county's Sheriffs dept.  Spoke to a woman who handles CCW, notified her of my change of address, and asked if I needed a new card.  She said I didn't need one, but could buy one for $15, which I didn't do.  I've declared to LEO since then, gave my card and license, and have never received any static about it.

You should call your issuing county just to make sure.

Again, what's the penalty?  If there's no penalty why bother?  It's not like you're on probation or a registered sex offender.
