Deleware County Sheriff's office website states that your training must have occurred within 3 years of submitting your application.

Do you mean good before you get your CCW or good after you get it?

From date on certificate.  If getting a renewal.  I waited more than 30 days and I have to reapply and my training is four years old.

It used to be 6 years, now it looks like they changed it to 3 years according to 2923.125
of the Ohio Revised Code (section 3)

The initial issue of the Ohio CHL requires a "Competency Certificate" no more than three years old.  Six years if the "Competency Certificate" is from military service.  This certificate needs the 12 hours of training including range time.

For a CHL first renewal the original "Competency Certificate" is still good if the CHL has not lapsed.  For a second and subsequent CHL renewal a   "Renewed Competency Certificate" is required.

There is no need for additional training to get an "Renewed Competency Certificate," merely a demonstration of skills by someone approved to issue the  original "Competency Certificate."  No training.  No test.  Demonstrate.

But no one has yet reached the point of a second renewal of an Ohio CHL, nor will they for several years.

The very first CHLs were granted in 2004, were good for 4 years, and expired in 2008.  The renewal is good for 5 years, until 2013.  The  "Renewed Competency Certificate" requirement won't take effect until then.

Expect a rash of  "Renewed Competency Certificate" courses in early 2013.

Now that is a good answer.
