Can anyone tell me if it is legal for an Ohio FFL dealer to receive a rifle from a different state from a private individual
or does it have to come from another FFL.
Can you also tell me the ORC number, I can't seem to find it on line.

Interstate commerce is regulated by the federal code.  Yes, an FFL can receive from a private indivual from another state, however, I know some FFL's that will not. It is there choice not a legal one.  The person sending should verify the FFL first and I would recommend calling the dealing to confirm what is shipping and why and include that information in the package.

There is a dealer who awhile back just received a package with two HK's and two gemtech blacksides.  He remembered them asking for his SOT, but had no clue who they went two when they arrived....

Here is the ORC if you want it:

2923.22. Permitted interstate transactions
in firearms.
(A) Any resident of Ohio age eighteen or over,
and not prohibited by section 2923.13 or 2923.
15 of the Revised Code or any applicable law of
another state or the Revised Code from acquiring
or using firearms, may purchase or obtain a
rifle, shotgun, or ammunition therefor in Indiana,
Kentucky, Michigan, Pennsylvania, or West Virginia.
(B) Any resident of Indiana, Kentucky, Michigan,
Pennsylvania, or West Virginia, age eighteen
or over, and not prohibited by section 2923.
13 or 2923.15 of the Revised Code or the laws
of his domicile or the United States from acquiring
or using firearms, may purchase or obtain a
rifle, shotgun, or ammunition therefor in Ohio.
(C) Any purchase and sale pursuant to this
section shall be for such purposes and under
such circumstances and upon such conditions
as are prescribed by the "Gun Control Act of
1968," 82 Stat. 1213, 18 U.S.C. 922 (b)(3), and
any amendments or additions thereto or reenactments
thereof.

Yes it is legal but may not be wise I always require a FFL ship.  I don't want to be put in the postion of laundering guns or fencing them. I want to be able to prove where they come from. The only exception I allow is when I receive repair work. Repairs go back to the same address they were received from.
