Tossing around the idea of getting a .22 pistol and can. Is it even possible to get the signature in Summit county? Who would i have to get it from, Sheriff Alexander?

Depends on which jurisdiction you live in. The Sheriff will not sign for Class III, some Chiefs will. But you can make yourself a trust and avoid LEO signatures.

Get Quicken willmaker on ebay for around $20.  Fill out all of the information for a revocable trust.  That takes about 10 minutes.  Go to your bank and get it notarized.  Then contact Weapon Systems III in Ravenna to do your transfer.  Their number is on AAC's website under dealers.  Easy as pie.  I've done 2 cans and a SBR this way.
