I have someone wanting to buy a complete buffer tube assembly with a 6 position buffer tube. The buyer is located in California.

Are these parts legal to ship into California for the time being?

They are entirely legal to own.

Other than the lower receiver, it is appropriate to say, "parts is just parts".
