The full 9th overturned Peruta, saying the state doesn't have to issue concealed permits if they allow open carry, they have to allow carry one way or the other? But they didn' then overturn the ban on open carry? I guess it's up to SCOTUS. The summaries don't seem to make sense. Anybody have a link to a reasonable discussion?
