Can I take a 30 round AR mag , or any hi cap magazine and put a wood dowel to limit it to ten rounds and be ok?

That depends on what your definition of permanent is...

CA says it needs to be permanently modified to hold ten rounds, but won't clarify on what that means. So what do you feel like arguing in court? I would recommend simply adding mag blocks.

What is considered a mag block by California terms? I am considering moving from Arizona to move with my GF who is an lawyer in both states. This isn't her kinda law stuff and I don't want her to know this is part of my decision to move with her or not.... so not asking her. She is pretty amazing, but I have a lot of guns. More than a few AR's, semi auto pistols, rifles and revolvers and really do not want to leave them behind or go without carrying one like I can here in AZ. I get more use out of here than I do my guns but also don't want to have an o-shit moment and have her representing me in in court. I read up on some of it... bullet buttons, bushmaster, colt and such so I know I cant take most of my stuff but looking more for people with info on loopholes that can help me.

There are no loopholes, as such.  There is only compliance.

I'm not a lawyer and this is not legal advice.  I'm trying to help out, so check anything/everything I post.

1.  You cannot bring a 30 round magazine into California that was not here before Jan 1, 2000.

2.  You can buy 30 round magazines that have been permanently modified to hold ten rounds. <-- too many to bother listing.

3.  There is probably some degree of protection by virtue of buying a magazine that was professionally made, legally sold in commerce as a 30 rounder that was permanently modified to hold 10 or less rounds.  <-- do not tamper with them.

4.  You can buy devices which will hold your 30/10 round mags and still allow for speedy mag changes.  <-- my current favorite is Thordsen Customs system of ambidextrous magazine release and mags with the release tool built into them, but Bullet Button designs are plentiful.

5.  Do NOT bring a lower receiver that is on the list.  Top quality replacement lowers are readily available and it's easy to transfer your existing parts into.  <-- even I can do it.

6.  You can keep and use your existing uppers, even if they came off a banned rifle.  It's only the lower receiver that's banned.  You can reuse every nut, bolt and screw, except for the lower receiver.

P.S. - Can you use a wooden dowel?  Probably but it has to be permanently affixed somehow - rivets come to mind; epoxy bonding the dowel in place is another, epoxy bond backed up with a small screw or two,...  There are plenty of ways to limit the capacity that will easily qualify as permanent.
