I'm a newbie AR owner who recently purchased a CA-compliant Stag 3. I'm toying with the idea of getting a complete upper in 5.56, or possibly 6.5 Grendel,  with at least a 20" heavy target barrel for some accuracy shooting. The uppers I've seen have just a plain barrel (no muzzle brake). Is this configuration legal under current CA law? Anything else I should know before researching uppers?

Legal. Just make sure the overall length of the barrel with or without any sort of muzzle brake is 16".

Because that's federal law.

Muzzle brakes are perfectly legal as are the threaded barrels. Flash suppressors are not legal.
