What is the process in this state for private sales. If a friend wants to sell me a Glock, I get that we have to pay a FFL to do the transfer. Do I have to pay for yet another DROS fee and tax too?

It's a private party transfer there is no tax.  It's the $25 dros fee and usually $10 (charge by the store) transfer fee. Transfer fee can vary but I've been paying $35 average for a private party transfer in San Diego.

Thanks, I was worried my good deal was going to be a not so good deal due to fees.

I still miss Washington, for private transfers.

Even then it's smart to file a Pistol/ Revolver Private Disposition/ Transfer form with Olympia.

The private party transfer fee is set by cali law at $10 plus the $25 dros fee. Anyone charging more is both breaking the law plus screwing you over. Out of state and interstate transfers they can charge what they want.
