The solution to SB249

So does this get me around the 10rnd capacity mags and the bullet button? Technically it's a one round sled right? And is/can be used without a removable magazine right? So it can't be an assult weapon, and therefore must be compliant.

Links/belts are considered magazines in this state so, no.  You're still restricted to 10rnds per belt unless it was linked up before the ban and never fell below 10 rounds.

But does it get around being "A readily detatchable magazine?" I mean technically couldn't it be considered a "Sled."

ETA: I mean, it's not like I'm willing to risk $4,000 or anything, but it would certainly be amusing.

The California Department of Justice regulations define a "detachable” magazine as "an

ammunition feeding device that can be removed readily from the firearm with neither

disassembly of the firearm action nor use of a tool being required. A bullet or ammunition

cartridge is considered a tool. "Ammunition feeding device” includes any belted or linked

ammunition, but does not include clips, en bloc clips, or stripper clips that load cartridges into

the magazine.” (11 CCR 5469, see also California Attorney General Assault Weapons

Identification Guide 3rd Edition Nov. 2001, pg 80).2

Even if the belt couldn't be detached or another new belt fed to the rifle, think of it as 200 round fixed magazine.

California AW ban considers a semiauto centerfire rifle with a fixed magazine over 10 rounds to be an "assault weapon."   So you could change an SKS to an AW by simply attaching a fixed 20 round magazine.
