As of July 2002, residents of states other than Nevada can apply for a Non-Resident CCW.
All of the requirements that residents must meet apply (yes, it's easy). It would be an excellent excuse to travel to Vegas or the Reno/Tahoe area . Take the one day class, turn in your paperwork , and wait.
I don't know for sure, but I'd bet it will be honored in any state that reciprocates with NV as well (your on your own for this one..)
Also, I hereby proclaim that any Californian who gets a Nevada Non-Resident CCW will be immune to all comments like "California sucks and you are stupid for living there!"
One note of caution: Someone in California is advertising this situation to sell instruction, but is not approved in NV and students are being rejected. Investigate before you spend the money. Instructors here are between $75-$150, the permit itself is $99.

I know at least 2 folks who've done this.  One has the problem that when he goes to LV he's there to party, and as such generally doesn't carry.  So he's not gotten an opportunity to do so yet.

Californians can get a non-resident Utah CCW too. It's cheap, you can do it all by mail and take the class here in California. You don't have to travel to Utah to get it. My understanding is that Utah has reciprocity with more states than Nevada. The info I have is a few years old so that may have changed.

Too bad California doesn't have reciprocity with any other state. A national reciprocity law would be great, like all states recognize out of state drivers licenses.

Idaho also will license non-residents, but you have to shop up in person for pics and prints. Idaho recognizes ALL other state's licenses.
