SO scenerio, i will be heading out of state to attend college, if i were to change my residency to that state and buy some toys that are deemed unsafe by cali, how long would i have to be a resident of the other state before i could change my residency back to california and legally bring in new toys?

unless your active duty you cannot legally bring any assault weapons back.

THe state has not stated how long you need to be "out of the State" to be a personal handgun importer. If you haven't read the DOJs handbook on firearm laws AND the relevant Penal Code, please do so, PC 12001(n) & Cfl2006.pdf. It just states that you need have aquired the pistol while NOT a resident of the state, and that you are moving to the state to become a resident. The code is pretty plain language, read it yourself.

I don't think there's a time limit so much as your actions/intent.

Change your driver's license and your vehicle registration.

Rent an apartment and switch your utilities to that new address.  

Get a job listing the new adrress as your place of residence.

You could conceivably do that all in just one day.  Then you'd be a resident of the new state.

oh nice, well i might have to take orders for people!!!!!!  , oh also, what about my current handguns that are in the state, and there shouldnt be any problems with my oll's yeah?

There is no requirement to re-register a pistol that was prevoiusly registered, left the republic, and then re-entered. You will need to register and submit payment for each pistol that you bring into the republic  that has not been previously registered with the DOJ. Those that are brought in must have the intent to be possesed by the importer. That being said, Kel-tecs and masterpiece arms pistols, and STI 1911s get a bunch of cash when they are found.

Actually we can get M1911s but each model must be "safety tested and approved" before FFLs can have them and sell them to us.  If the "unapproved" handguns were in private hands before the idiotic "safety testing" requirements or currently in private hands or were brought into CA by new residents and don't fit the definition of an "assault weapon", then it's a matter of a private party transfer.
