Can I order a AR lower off the net & get it sent to an FFL,  but have someone else actually fill out the paper work? It would be for that person & not me. They have a concealed.  It's a birthday gift but I'm not sure if it would be better to just give them the $ & have them order it.

As long as they are not filling out the paper work and then giving it to you.  I don't see a problem with it.

You may want to put on the shipping info, in care of X persons name..etc.

Perfectly legal, but I would make sure the FFL is on board before ordering.

Last year, I got called out.  My son and I went to the LGS to buy him a birthday/Christmas gun.  He picked it out, did the paperwork but I tossed my credit card on the counter when it came time to pay.  The FFL asked that I explain the transaction.  No problem once he understood.
