Saw a 3 position Israeli lower with Hebrew markings (?????) Any idea what this is about?

Plain ol Izzy lower. they all come in full auto but to make a rifle full auto you have to have a sear cut upper and sear in place. Also with the full auto lower, if flipped to auto it becomes a single shot rifle.
