I was out shooting my LRB Scout and noticed ding marks on the ejected shell casings. I didn't have any more rounds to shoot to verify but I am thinking the brass is hitting the op rod charging handle upon extraction. is this normal?

Yes, it is normal. I call them M14 hickies.
