If you mean Illegal, the answer is Black Tip (AP) .308 is "100% illegal to make, sell, and import"

surplus pulled .308 is legal to possess and shoot. The surplused 30-06 it came from was legalized for civilian possession by the government. New AP is not allowed to be imported or sold to the public
