That is the Buffer Tech buffer and many, many M1A shooters use them on their rifles, myself included.
They don't really reduce recoil, what they do is reduce jarring and keep the operating rod from potentially slapping against the bottom of the receiver.
They are quite well made and will last for many, many hundreds of shots.

thanks for the info, the M1A doesnt have any recoil. so that has to be the reason for it

my op rod spring wasn't seating right i guess and was binding to one side. the recoil buffer helped straighten out the track of the spring. double use.
