I am thinking about buying a M1a springfield armory was built or put together in 2003.
was wondering if they used usgi parts that year.

Probably be a mix.  My '98 supermatch has a cast oprod, trigger group housing and gas plug.

I would say you would be fortunate to even have only a couple of USGI parts...but that wouldn't scare me off, the Springfield M1A is a fine rifle even with the commercial parts. A lot of men will change out the extractor for a USGI one.

My NM came with a TRW bolt and some other GI parts.

Most everything probably won't be GI.  You may come across a small part or two that are GI.  No matter what it comes with, you should be good to go.

FWIW, my Standard model was built in 2003 and came with a TRW barrel.

No way to truly know what that one in particular has but by getting a list of parts numbers and listing them here if your not sure what they are.
Someone could have always stripped the parts too. My Scout for instance was made in a year when usgi parts were widely used and one of the previous owners made sure they were sold for money in his pocket.
