I am looking into having a GI Issue M1A/M14 Build - probably by LRB. I like to get the opinion of those who are familiar with the M1A/M14 on what items should I be requesting for my build, and why?

For example:

Should I request a Chrome Lined Barrel?
What barrel manufacture - Wilson or Criterion?
What type of wood - Birch or Walnut?
What receiver type - Standard or the M25 (Scope Mount)?
What receiver or a lugged receiver?

I have a Criterion BBL on one of my formerly woodless M1, and a chrome lined Wilson on my 20" AR.  They are my #1 and #2 most accurate rifles I own, and that's against a collector grade M1 and a Loaded M1A.  I can't reccomend one over the other, as both are excellent and you can't go wrong with either.
What type of wood - Birch or Walnut?  Walnut for a USGI look.  Birch was far less common, and doesnt look as nice IMO, YMMV
What receiver type - Standard or the M25 (Scope Mount)? Again, depends what you want the rifle for.  A range rifle should have a standard receiver, but if you intend to compete with this rifle, go for the M25 one.
What receiver or a lugged receiver?  see above-- same reasoning

So two possible configurations to consider are:

GI Issue Rifle: Standard Receiver, Chrome Lined Barrel, Walnut Stock

Target/Accurate Rifle: M25 Lugged Receiver, Non-Chrome Lined Barrel, Any Stock.

Since this will be my first M1A/M14 Rifle and I will be learning to shoot this platform the GI Issue configuration is probably the better configuration to get.

A rear lug adds surface area for bedding.  It needs to be bedded in a beefy match stock and is pretty much geared towards heavy duty match work.
