Dumb question cause I think I know the answer, just confirming. I would assume all C&R rules also apply when purchasing a Garand from the CMP? In regards to entering the Garand into your logbook, and reselling at a profit? Thanks. Greg

You sign an affidavit specifically stating that you WON'T do that!

It is understood that people may sell them from time to time, but the IDEA is that you are ordering for PERSONAL use and not solely for the purpose of re-sale.

Yes-it is a C&R so if you are currently C&R licensed you must log it.  

+1 that it is un-gentlemanly to buy one just to resell it-not saying that's your plan, just adding my .02

No way I'm reselling the one I got! It's too nice. But, just wondered how all these dealers get by doing it all the time. Can't tell me they just happened to pick up 1/2 dozen by chance, with rack numbers on them and sometimes tags. Always wondered why the CMP allows 12 a year too. Thanks. Greg

If Orest Michaels finds out you are buying Garands with the specific intent of reselling  them, you will lose your CMP privileges.

You are not using your C&R to buy it so why should you log it?  The CMP runs a background check on you reguardless if you have a C&R.  What if you buy a barreled receiver or a stripped receiver for that matter, do you have to log those?   They are not in millitary configuration so not C&R right?  Lets say you do log it then rebarrel it to .308 now its no longer C&R, what do you do now?  The CMP operates under different rules thats why they can ship to your house.  I sent a letter to the ATF asking the same question, I'll let you all know if/when I get an answer.

Theres a discussion going on right now over on Gunboards on whether or not a bbl'd receiver is a C&R or not. Lots of ideas on this question. Theres a few (some, a lot etc) distributers out there selling bbl'd receivers C&R OK, and theres a lot of auctions that way also. Curious to see how the BATF would answer. Greg

ATF issues are things you DO NOT want to find out the hard way.  

You don't need a C&R to order from CMP anyway, though you can use it to cover one of the requirements to purchase from them.  Personally, I would avoid getting a C&R involved if you have another way to go about doing it.  If the ATF gets a wild hair up their ass about you and decides to do some digging and they see you used your C&R to qualify for the CMP, they very well could go looking in your books and wondering where the garand is.  As I said before, one of those things you don't want to find out the hard way.

If you have a C&R license, ALL C&R firearms purchased must be logged into your book. Even if you buy them on a 4473 Form from a local dealer or a private individual at a gunshow that doesn't even know you have an FFL. If you're using something other than your C&R for that specific CMP requirement (CCW permit, shooting activity, etc.), a complete Garand still needs to be recorded in your bound book.

Incomplete receivers and rechambered firearms are questionable, but a complete Garand is definitely C&R and should be logged if purchased during the period of time you hold a C&R FFL.

ETA: I definitely wouldn't try any sneaky stuff involving the CMP. BATFE wouldn't know whether a firearm was purchased via private sale before you were licensed, but the date of a CMP purchase is the kind of thing they can probably obtain very easily.
