Archived [ARCHIVED THREAD] - Barrel Authenticity Finish Question

Should the DOD square eagle stamp have bare metal showing through?

I was under the impression this was stamped after the barrel was finished. So if you have a barrel where this marking is filled with parkerizing, you know it has been refinished.
