Hello

Got 2 stamps in NFA jail.
I know I can't drill any holes until they show up.

Can I get the outer tube engraved?
If the baffles and end cap are not drilled is it still a solvent trap, regardless of anything written on it ?

Thoughts.

If you want to follow the letter of the law, you shouldn't have ANY parts, regardless of whether or not a hole is drilled in them, before your stamp is approved.
It comes down to intent. Yes, your parts could still yield a solvent trap. However, you purchased them specifically for the purpose of manufacturing a silencer (hole or not).

ATF quote:
"Note: Under no circumstances may the firearm in question be made prior to receipt of the approved Form 1. "

Bottom line is, don't do anything illegal, don't advertise what you're doing on the internet, and, if the ATF happens to be coming to your door, you've already done something stupid to be on their radar.

Doesn't filling out, mailing, and prepaying for a tax stamp signify intent to manufacture a suppressor?

Engraving is mandatory on a Form 1 can.  But engraving does NOT "make" a Form 1 can.  You can have anything engraved whenever you want (this includes a lower that may or may not eventually become an SBR).  But an engraved tube is not "making" anything.

Making holes in parts?  THAT definitely IS "making."  Don't drill anything, but go ahead and get the tube engraved if you want.

(I am still waiting for the opportunity to get my tube engraved, and I got my stamp a couple weeks ago.)

Thanks, for the answers.
I guess I agree that the act of applying shows intent.
I guess storage cup and solvent traps must be OK or a lot of machine shops would be getting hit.
Until holes are drilled it is an expensive bullet trap.

I will hold off I guess. Luckily my engraver is only 1.5 hour drive.
Good day for a ride on the bike when the stamps arrive, it should be summer too.
