Edit: let me rephrase to clear some confusion. form1 was approved a month ago for  10" barrel. I want to replace it with a 10.5" due to reliability. Do I need to notify the atf about the change and sell the 10" barrel?

You'll need to cut down an 11.5" barrel. You'll most likely also need your gas port opened up. I'd send ADCO an 11.5" barrel and explain.

Problem with cutting down your 10.5" is...
If you're barrel threads are standard, they'll be .625" long. If you try to remove 0.5" you'd have your existing threads, the gap at the shoulder, the start of new threads, then another gap at the new shoulder.

If re-threading a barrel, you'll typically have to remove at least 0.750"

I was under the assumption that once the gun was "completed" no notification was required if you altered the barrel length, caliber, etc. on an AR SBR?

Thats what I thought as long as you have the original upper to return it to the original configuration.

No.  There is no need to retain the original configuration.  You're supposed to build it to the specifications listed on the F1 but after that, you're good.

Change of Description or Address: The registrant shall notify the NFA Branch, Bureau of Alcohol, Tobacco, Firearms and Explosives, 244 Needy Road, Martinsburg, WV 25405, in writing, of any change to the description of the firearms in item 4, or any change to the address of the registrant.

Send them a letter telling them it's being changed from a 10" to a 10.5" and done

They need to know about permanent changes.  Not every change.  Again, technically the OP needs to let them know because he hasn't "built" it yet.  After that, he can use any upper without contacting them or retaining the original upper/barrel.

1/2 is irrelvant on an SBR.

I round all numbers to nearest whole inch, and would not submit .x" anything....

They don't need to know about any changes. Notification is purely voluntary for all configuration changes.
