Halfway down the "Armory" page, there's a wealth of information on Class III. Read the FAQs posted in those subforums.

thank you. also I know you must be 21 to own a suppressor but I am unaware if that age requirement is the same for an sbr?

Generally:

A dealer cannot SELL an SBR to a person under 21.

A person 18 or older can MAKE a SBR on a Form 1 or BUY a SBR on a Form 4 from someone in the same State who is not a licensee.

It appears that a person 18 or older can INHERIT a SBR on a From 5.

As a side note, If you plan to SBR an AR type of platform on a stripped lower. At least in the state of PA you have to be 21 to buy a lower alone ( I assume since it can be made into a pistol and you have to be 21 in Pa to buy a pistol). If I am mistaken anyone feel free to correct me that is just what I was told by my FFL dealer when I ordered my lowers.

Correct, you have to be 21 to buy a lower because it could just as easily be a pistol as a rifle. You only have to be 18 to buy a rifle.

1. Buy complete rifle with the 16-20" upper of your choice.
2. SBR lower, wait 6-8 months for paperwork.
3. Buy short upper, install on SBR'ed lower. Keep 16-20" upper.
4. When 21, buy another lower. Install 16-20" upper on that lower.
5. Now you have an SBR and a longer range rifle with parts commonality. 2 is 1, 1 is none.
6. Win.
