What is the "pen" called or were can I get one to color in the serial# makers ect on a firearms???

White-out.

Fill it in (be sloppy), then take a rag soaked in alcohol, bore solvent, fingernail polish remover etc.. and clean off the parts you don't want painted.

On my M1's, it seems to be a white grease pencil was used to daub into the stamped letters and smeared off with a rag or something.

I used pale yellow model paint and a toothpick to color in faint sight markings.

I've used fingernail polish.  holding up well even to the solvents I use to clean my rifles

These sticks are named "Lacquer-Stik" and are sold by Brownell's in several colors.
This is actually paint in a solid form.
This is what gunsmiths, armorers, and target shooters use.
