I have a ca94 that i want to convert to an sbr Is this legal if so what do i have to do i know where to get the barrel but i dont know how to swap it out

You need a form 1 signed off by your local sheriff, then you need to sent it to the BATFE along with a $200 check.
Once you get back the stamp you can have the barrel cut. Changing a barrel on an HK is a difficult process, much easier to have it cut.
