My new Rossi 92 in 357 is a hoot to shoot, but there appears to be some feed problems.  I wish I had pics of this, but my camera is dead.  In any case, what it looks like is happening is that the rim of the cartridge is binding against the cut out in the cartridge guides that the rim is supposed to slip through.  Sufficient force on the lever will pop the rim past the cartridge guides and the rifle will go into battery like normal.  Another work around I've found is that when the cartridge binds, to let go of the lever, maybe back it out about 0.010", and then the round feeds easily.

Before I go doing any kitchen table gunsmithing, I was wondering what the recommended solution here is?  My thought is to polish the surface of the cartridge guides that contact the rim directly.

Call him.  He'll talk to you about your issues and likely give you some advise about what to look for to fix it.

I talked to Steve about some problems with my 1873.  He knows his stuff.

The 20 week turnaround is a little misleading.  He puts you on his calendar, then once he gets to your slot, he calls you and asks you to send the rifle in.  He doesn't sit on it for twenty weeks, he is just that back logged.
