I have a commercially zoned upstairs office space that I can use rent free for an FFL. My question is...is this the same as having a store front? Will the distributors and ATF see this as like a home business or still considers a brick and morter shop?

ATF wont care as long as zoning is good, they dont differentiate between home based and office etc....

Distributors who need a store front will want pics.... we dont have a large store window etc and we got setup no problem, inside area is setup like a store with counter etc.

This is just offices. With a few small open rooms. Not much room for an actual retail area.

I don't see any issue with BATF.

The only headaches you may encounter will be setting up accounts with distributors. My sales rep at Ellett is a good personal friend of mine... and they STILL wanted pictures of my shop.

There are still plenty that will deal with home-based FFL's or non-storefront FFL's...  Zander's and Ron Shirk are two that come to mind.
