Can I use a 30-06 FCD on 308? What about 300BLK?

No, doesn't work- I tried a 30-'06 FCD on a .308.

Each Lee FCD is specifically made for each cartridge and they are NOT interchangeable.

No. It uses the shellholder to close the collet around the case mouth, so a case of a different overall length would not work.
