Disclaimer:
1) I am not trying to duplicate factory loads
2) I am not trying to achieve ultra max velocity
3) I am just curious

What percent of max pressure (SAAMI or NATO) do ammo manufactures load their ammo to. The reason I ask is because as a reloader I am instructed to start at the min (safe for all guns) and then work my way up. However, manufacturers are generating ammo that is safe for all guns and yet definitely has more pressure/fps than the starting min charge weight for reloaders.

I did find this article and the pressures seem to be pretty close to top of the mark.

Manufacturers use powders that most of us can't get. (with a few exceptions)

Magic powder?

How does that throw the pressure/fps/safety margin in their favor?

no magic, just powders tailored to their specs that are not commercially available
