I had to pull bullets from nearly 100 rds of .223 (wrong powder charge) and used one

of the hammer type pullers. Should I deprime and resize these cases or can they

be used as is?

A neck sizing die with the primer punch removed works fine. Even a full length die with really light lube will work well too. You want to get your neck tension between .002" - .003" when re-seating the bullets. There is no need to remove the primer.

No need to deprime, remove the decapping from your die.  Lube the cases and set the sizer to size the neck only.  The expander ball is not required, the necks are already round.

I use the Lee collet neck sizer with the decapping pin cut off for this reason. No lube needed. No adjusting the main dies. Quick and easy.

I just got done resizing some 9 and 40 brass I had already loaded that would not pass chamber checking.  Pulled the decap pins and ran a lubed spent case between every couple pieces.  Had to lower the die a bit to take out the last little bit keeping them from chambering.  No issues with them now.

What you accomplished was squeezing the bullet down to a dimension reduced by the thickness of the brass, plus removed all of the crimp.

The idea behind sizing loaded cartridges is to use either a body sizer or a bushing sizer without the bushing.  These dies touch the case body and shoulder and clear the neck completely.  There is no way to do this properly with pistol dies.

Pulled the bullets before sizing them again, making sure they would pass chamber check before loading them up with new powder and bullet.  One of the downsides to using range brass and a progressive press with a beveled  sizing die.  Damn 9mm major shooters competition shooters, anyway.
