Realoading 9 mm 147gn RN Berrys pleated bullets with accurate # 7, 4.8 gn as starting load. Slide wont lock back after firing the last round. does this mean that the load is too light? Fired cases and primers look fine. Any suggestions?

Kind of sounds like low pressure, or could be gun . More low pressure than anything.

But the slide goes back enough to reload the next round, just doesnt lock the slide back when the magazine is empty..correct?

I would think that is a gun or magazine issue. If your rounds are strong enough to cycle it throughout the magazine but not lock it back, I would start by looking at the gun or the magazine

Load is too light.  Bump the charge up if you aren't at max already or if you see no signs of over pressure.  I actually had this occur with Clays and 124gr bullets; I was getting flattened primers yet the slide wouldn't lock back reliably.
