Nope, different dimensions on the case head.

9mm = .394 dia

380 =  .374 dia.

ETA : You may or may not be able to trim down and ream 223/5.56 case to use for 380ACP (they have a case head demension of .378 dia).
But I would advise you agains't it.

9mm cases are tapered....hence a .40 s&w and 9mm use the same size shell holder....a .380acp is not quite a short 9mm.

The only shell holder common to the .40 and 9mm is Lee's autoprime shell holder for those calibers.  For loading, all the manufacturers, including Lee, use different shell holders.  But your point is quite valid; the .380 uses the same shell holder as .223/5.56mm (Lee #4, RCBS #10, Lyman #26, Hornady #16), while the 9mm uses a different one (Lee #6, RCBS #1, Lyman #12, Hornady #8).  The head dimensions between .380 and 9mm are completely different.

Some people have suggested cutting down .223 cases for .380, but you'd probably have to ream out the cases to thin the walls so you could put a bullet into such trimmed down cases.
