Is RELOADER 15 fine enouhg to set my charge and meter it straight from the powder despencer.

It works OK for me, better than I thought it would and a lot better than Varget.

Yes.  Expect +/-0.2 grains of variation from a Uniflow with a baffle.

With RE-15, I'm getting + or - .1 gr with my Hornady PM, with baffle and tuned.

Which is why I no longer use Varget.

If you don't have a baffle, get a 2" fender washer with 3/8 hole in it and slip it down inside the measure.
I've had pretty good luck with that.

And make sure you use a very consistent throwing stroke.
